1980-1982 Georgia Southern College, Statesboro, Georgia,  Bachelor of Science in Civil Engineering Technology (ABET accredited)  Course emphasis in surveying, geometric road design, and environmental engineering. College expenses were paid by working weekends with surveying firms and the GI Bill. The degree was based on 96 quarter hours with courses as follows: Environmental Pollution, Construction Materials, Water-Wastewater Treatment, Water Supply Systems, Highway Design, and Surveying. GPA 2.96 based on 4.0

  EMPLOYMENT HISTORY (last 10 years)

Project Control Engineer, OBO, Department of State, Consulate Jeddah, KSA September 2014 to Present • Perform field inspections of the contractors work to ensure compliance with approved plans and specifications and within acceptable tolerances. Work included • Coordinate submission the contractor’ submittal packages with the project A/E of Record, the Commissioning Agent and OBO –DC including review shop drawings, manufacturer specifications, lab and field test data, material data, etc. • Maintaining a current full-size set of as-built records on site, including all RFI, Submittal Changes, ASI, RFP and other changes to the construction drawing. • Provide technical support for construction effort, including participation in construction planning and scheduling, interpretation of design, application of building methods, resolution, and documentation of design conflicts, constructability reviews, etc. • Implement and administer project engineering procedures and other work controlling documents • Participate in A/E, client and project management meetings • Interface with all on-site staff and subcontractors and consultants, as required, to resolve problems, monitor and ensure the quality of construction, in support of overall project schedule. • Recommend engineered solutions based on analysis of relevant data• Perform cross-disciplinary safety/quality, project controls, procurement and contracts, and estimating duties as assigned. • Maintain project budget and schedule for assigned tasks• Work in a manner to ensure your personal safety and that of fellow employees by following company health and safety guidelines and policies.• Apply industry standards of practice for selected technology, adhering to regulatory codes, OSHA standards, USACE QC protocol, building codes, national/ local standards, and company policies and SOPs • Complete related documentation (field reports, logs, meeting minutes, online submittal sites), in a timely and accurate manner

 City of Miami Beach, Assistant City Engineer, April 2013 to September 2014 Plans, organizes, directs and is responsible for the performance of the engineering, and surveying functions.  Preparing the documents required for the City’s Procurement Department for Request for Qualification (RFQ), Request for Proposals (RFP) and the Invitation to Bid (ITB). Manage the design consultant from the drafting of the Scope of Work (SOW) to the execution of the contract.  Day to day management of the design consultant, permitting, scheduling, budget, design, construction, QC, and project close out.  Reviews and approves plans and specifications for project proposals; prepare reports and recommendations to superiors.  Directs and coordinates the inspection of construction projects to ensure compliance with engineering schemes, contracts, specifications and City Code Recommends technical standards for inclusion in specifications of public works construction; Review of monthly pay request submitted by contractors, examine the critical path and manage the construction schedule. Maintain the quality of the design development plans and supervise the field Quality Control for construction projects.

ITSI Gilbane, Quality Control Manager, two construction projects in the Helmand Province.  November 2011 to November 2013.  Kspan construction was used for all of the buildings, DFAC, BOQ, Enlisted Quarters, HQ, Warehouse, Maintenance, and Latrine.  Three generators provided the power, deep wells for the water and sanitary sewer collection system with an underground holding tank.  The site drainage was developed for proper drainage and retention ponds. The vertical construction consists.  Both projects designed build with a short project schedule with four months for one project and five months for the second project.  The project succeeded because of the teamwork developed with the Afghanistan subcontractor and the quality of the ITSI Gilbane project staff.

Highland Al- Hujaz (HLH's) construction, Project Manager, for CSB, Camp Hero, ANA, November 2010 to November 2011 The CSB project is a $25 million project to build a complete facility for the Afghanistan National Army.  The work included BOQ, Barracks, Toilet and Shower Facility, DFAC, wash rack, warehouse, VMB, GSE, gym, HQ, Communication Building.  This is a design building project and as the Project Manager responsible for the direct manager of the design consultant and directs civil engineering projects involved with the construction and/or rehabilitation of buildings, roads, channels, irrigation systems, pipelines, wastewater treatment and potable water production plants/systems and other public infrastructure.

Louis Berger Group/EMW, Construction Contract Official for the USMC, April 2009 to August 2010 The II Marine Expeditionary Force (Forward) MEF (FWD) required professional engineering and technical services support to augment the Command Element during deployment to Afghanistan. Manpower is of primary concern because of continual requirements being levied to evaluate new technology and engineering initiatives. The MEF has determined that Contractor support is necessary to provide collaborative solutions to enhance the effectiveness of the II MEF in meeting its mission. I have experience with preparing 1391; JUFB packages; SOW for construction; submittal of DD250; LOGCAP Funding Request and preparing SURL.  Construction projects include SHASTA, LAMS-A, Big Top Shelter, API Tents and other tent shelters; Latrine, Shave Shower Units, gravel road construction, site prep; RLB Billeting, and PRB (pre-engineering building) construction and many other construction projects, which the USMC approved and placed on the PEPL.

Summary:  Worked in Afghanistan in support of military construction projects; a focal point for all quality assurance activities, including design review and construction execution; responsible for design-build oversight and ensure compliance with project specifications and drawings.  The work included, review of Request for Information and Submittal documents, and understand engineering design drawings and specifications; interact with construction international contractors to keep project on track, which includes evaluating contractor invoices, track budgets, and provide documentation using pre-established graphs; Support building inspectors with technical electrical expertise; lead the project team in a collaborative effort to complete design documents and respond to issues during construction; schedule kick-off and progress meetings to strategize project approach and get client and design team commitment; ensure design documents meet customer requirements and quality standards; act as the customer's representative to the project team and as the project team representative to the client; clarifying requirements and resolving issues; prepare and maintain production control documents and client invoices throughout the life of the project.

England Thims & Miller is medium size company specializing in FDOT CEI, FDOT Design Build and private development.  Served as a Senior Project Engineer for a $25M milling and resurfacing project in District 2.  Also was as a Senior Project Engineer for a new bridge construction for Flagler County.  As a Senior Project Engineer major responsibilities were to review and approve the Contractor’s CPM schedule and to maintain an as-built CPM schedule; keep Contractor’s Notice of Claims log; provide a comprehensive record of the Notice of Claim.  The work also included recommend to the Department possible courses of actions and to provide backup information for negotiations; prepare a rebuttal to the Contractor’s submittal package to the DRB; present to the DRB the Department position regarding a Contractor’s claim, make and submit Work Orders, Change Orders and Supplemental Agreement as required.
